1. GOVT OF DJIBOUTI ISSUED APPEAL
FOR INTERNATIONAL EMERGENCY ASSISTANCE TO DROUGHT VICTIMS.
SITUATION
2. SINCE FEB 1996, DJIBOUTI HAS BEEN AFFECTED BY DROUGHT, CAUSED BY LACK OF RAIN FOR OVER TWO YEARS. SITUATION WAS FURTHER AGGRAVATED BY ENVIRONMENTAL DEGRADATION DUE TO DESERTIFICATION AND GRADUAL DIMINISHING OF UNDERGROUND WATER RESOURCES.
3. AFFECTED IS MOSTLY RURAL, NOMAD POPULATION IN FOLLOWING FIVE DISTRICTS: ALI-SABIEH (ESPECIALLY GOUBETTO, KABAH-KABAH, ASSAMO, GUESTIR, ALI-ADDEH, AND HOL-HOL REGIONS); DIKHIL (YOBOKI AND ASSEYLA ZONES); TADJOURAH (MAKRASSOUL, DORRA, ASSA-GUELA, DABNOU, ADGUENO, ASSAL, NEIMA, DEBNE-AURI, AND BAHLO); OBOCK (ADGUENOU ZONE); AND DJIBOUTI (DAMERJOB AND ARTAWEA ZONES).
4. ACCORDING TO GOVT REPORT, MORE THAN 100,000 PERSONS, INCLUDING 28,000 FARMERS, ARE THREATENED BY UNDERNOURISHMENT. ESPECIALLY AT RISK ARE SMALL CHILDREN, WHO ARE EXPOSED TO INFECTIOUS DISEASES. GOVT FEARS INFLUX OF DROUGHT AFFECTED POPULATION TO ALREADY SATURATED CAPITAL CITY, UNLESS EMERGENCY ASSISTANCE IS PROVIDED RAPIDLY.
5. PASTURES ARE DISAPPEARING, AND WATER POINTS ARE DRYING UP, ENDANGERING LIVESTOCK. POOR YIELD IS FEARED IN 96-97 AGRICULTURAL SEASON.

WHO ALSO RECOMMENDS ESTABLISHMENT OF HEALTH STATIONS IN STRATEGIC LOCATIONS TO MEET NEEDS OF NOMADIC POPULATION WHO ARE PARTICULARLY VULNERABLE TO DROUGHT.
6.4 LOGISTICS
GOVERNMENTAL "ONARS" (L'OFFICE NATIONAL D'ASSISTANCE AUX REFUGIES ET SINISTRES) IS RESPONSIBLE FOR RECEPTION, CONSERVATION, AND DISTRIBUTION OF RELIEF GOODS. ONARS ALSO REQUIRES SUPPORT IN CASH IN ORDER TO COVER COSTS FOR MAINTENANCE, STORAGE, TRANSPORT, AND DISTRIBUTION.
7. GOVT ALSO INDICATED NEED FOR BLANKETS/CLOTHING.
NATIONAL/INTERNATIONAL RESPONSE
8. ON 10-25 APRIL, WFP CARRIED OUT ASSESSMENT MISSION TO FIVE AFFECTED DISTRICTS. WFP MISSION FOUND PASTURES IN STATE OF ADVANCED DEGRADATION AND LIVESTOCK UNDER-NOURISHED. PROBLEM OF ADVANCED MALNUTRITION WAS OBSERVED IN TADJOURAH AND OBOCK DISTRICTS.
9. WFP ESTIMATES THAT SOME 50,000 NOMADS ARE MOST SERIOUSLY AFFECTED AND IN NEED OF EMERGENCY FOOD ASSISTANCE OVER PERIOD OF SIX MONTHS. GERMAN NGO AGRO-ACTION HAS ALREADY MADE TOTAL OF 2,729 TONS OF COMMODITIES (RICE, BEANS, OIL, AND SUGAR) AVAILABLE. ADDITIONAL 1,150 TONS OF CEREALS ARE ESTIMATED TO BE REQUIRED. WFP IS MONITORING SITUATION WHICH APPEARS TO HAVE EASED SOMEWHAT WITH COMING OF RAINS.
10. ON 26 JUNE, DHA/UNDP RESIDENT REPRESENTATIVE CONVENED FIRST OF BI-WEEKLY COORDINATION MEETING, ATTENDED BY REPRESENTATIVES OF UN ORGANIZATIONS (DHA/UNDP, WFP, UNICEF, AND WHO), DONOR GOVERNMENTS, AND OTHER AID ORGANIZATIONS.
11. PARTICIPATING DONORS AGREED UPON NEED TO PROVIDE ASSISTANCE TO 50,000 MOST SERIOUSLY AFFECTED PERSONS. SO FAR, UNICEF HAS SUPPLIED ESSENTIAL MEDICINES. TO PROVIDE LOGISTICS SUPPORT, UNDP HAS ALLOCATED USD 50,000, AND FRANCE IS MAKING LOCALLY-BASED FRENCH FORCES AVAILABLE.
12. DONORS STRESSED IMPORTANCE OF STRENGTHENING GOVT'S MANAGERIAL, ADMINISTRATIVE, AND OPERATIONAL CAPACITY TO PROVIDE DURABLE SOLUTION TO PROBLEMS OF RECURRENT DROUGHTS AND OTHER DISASTERS IN COUNTRY. DHA WILL VERY SHORTLY REVIEW SITUATION WITH GOVT OF DJIBOUTI AND RELEVANT ENTITIES OF UN SYSTEM AND SPECIALIST REGIONAL ORGANIZATIONS, WITH VIEW TO ADDRESSING PROBLEM.
13. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATION OF THE UN SYSTEM. DHA PROVIDES DONOR GOVTS WITH WRITTEN CONFIRMATION OF UTILIZATION OF FUNDS CONTRIBUTED.
